Paul has lived in the Borough for over 30 years and was first elected to Harrow Council for Pinner Ward at a by-election in 2001. Paul has fought over many years to save Pinner’s Police Station and to support local businesses.

Since May 2022, he has been Leader of Harrow Council, as well as Leader of the Conservative Councillor Group on the Council since 2017. Under his leadership, Harrow Conservatives gained control of the Council for the first time since 2006.

Previously he has served as Cabinet Member for Performance, Communication and Corporate Services from 2006-2010 and from 2013-2014.  He has also been Chairman of the Overview and Scrutiny Committee and the Conservative Chief Whip. 

He worked for a number of years in the IT sector in the City of London and Docklands. He is also the Chairman of the Lee Valley Regional Park Authority and Executive Vice Chairman of Conservative Way Forward.

He is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon.

New Harrow-wide Public Space Protection Order Agreed

Harrow Council’s Conservative administration has finalised and agreed a new borough-wide Public Space Protection Order (PSPO) to tackle anti-social behaviour. The new PSPO will come into force from 2024.

Filling Potholes And Investing In Our Streets

The Conservative Council has launched an ambitious £10 million programme to completely resurface 50 local roads in the next 12 months, alongside the Council’s normal road maintenance schemes.

Refurbished Tennis Courts Reopen

What to Expect In The Year Ahead

While there has been progress, Conservative Councillors are by no means complacent. We know there is still much more that needs to be done to restore pride in Harrow.

High Court agrees to ULEZ Judicial Review

On the 12 April a High Court agreed to allow Sadiq Khan's ULEX expansion to be reviewed in court. Conservative-run Harrow Council teamed up with Bexley, Bromley, Hillingdon and Surrey County Councils to launch a legal challenge against the Mayor of London's plan to expand the ULEZ in August 2023.
